Community Involvement

Giving back to his community is important to Attorney Phoebus. As an attorney, he co-chaired the Somerset County Pro Bono Committee for five years. From 2015 to 2017, Attorney Phoebus was appointed by Maryland Governor Larry Hogan to chair the Trial Courts Judicial Nominating Commission for Commission District 1 (Somerset, Wicomico & Worcester Counties). As chair, his role was to nominate candidates to Governor Hogan to fill vacancies that occurred in the Circuit Court and District Court of Maryland for these three counties. During his chairmanship, four circuit court judges were nominated and appointed by Governor Hogan to the Circuit Courts for Wicomico, Somerset and Worcester Counties. Outside of the practice of law, he has been a part of the following organizations:

  • Past President of the Crisfield Area Chamber of Commerce
  • Former Chair of the Wor-Wic Community College Foundation
  • Past Member of the Board of Directors of McCready Foundation, which operated McCready Memorial Hospital
  • Past member of the Somerset County Economic Development Commission

In 2003, he was honored to be appointed by Governor Robert L. Ehrlich, Jr. to serve on the Governor's Commission on the Structure and Efficiency of State Government. From 2012 to 2013, he chaired the Somerset County Long Term Recovery Committee, Inc. which coordinated the response of various disaster recovery organizations responding to the damage caused by Hurricane Sandy.
